Synopsis As Introduced

Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall permit private employers, as defined in the Day and Temporary Labor Services Act and doing business in Illinois, to enroll as unpaid application agents. Effective January 1, 2010.

Replaces everything after the enacting clause. Creates the Free Healthcare Benefits Application Assistance Act. Provides that it is a Class C misdemeanor for any person to charge another person for assisting in completing and submitting an application for enrollment in any means-tested healthcare program administered by the Department of Healthcare and Family Services. Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department shall permit day and temporary labor service agencies to enroll as unpaid application agents for the Covering ALL KIDS Health Insurance Program. Makes other changes. Effective immediately.
